Inspector Kuraki Naotake of the Public Security’s First Special Service Division is the ace who has just lost his wife Chihiro in a bomb explosion in downtown Tokyo; Assistant Inspector Osugi Ryota is the honest to a fault detective of the First Investigative Division who worked his way up the ranks; and Akeboshi Miki is the female Public Security officer who holds the key to solving the case. The three of them are initially hostile to each other, but gradually establish a relationship of trust and start to draw near to the truth of the bombing incident. What emerges is the existence of the professional killer Mozu, the tragedy associated with a past covert operation as well as a maneuver within the police organisation carried out behind a veil of secrecy, and the truth that becomes increasingly clear.
