At least one person has died and three more people are missing after a boat capsized and sank near Alcatraz Island in San Francisco Bay, officials say. Twenty people were on board the boat at the time of the incident. Drew Andre reports. More than a foot of rain fell in parts of Texas in just 24 hours, leading to dozens of rescues.
