An employee of the police archive, Major Andrey Vershinin, is suddenly promoted and transferred to the border town of Portovy. Vershinin will take the post of head of the Department of Internal Affairs instead of the recently deceased Colonel Avdeev. The new boss is greeted coldly: subordinates are in almost open conflict with him, and the press and the public, agitated by the recent series of robberies, are simply outraged by this appointment. Journalist Anna Loginova becomes Vershinin's only loyal colleague: together they must figure out what is happening in the city of lawlessness. Jamal's men take the cargo at the port and take it to their base, where some of the boxes are loaded into another car. Vershinin finds out about this in advance, and as a result of a special operation, he manages to detain Jamal's younger brother. Khaletsky and Ilyina, who escaped from the Caucasian militants, return to the city, where they are not at all welcome. Medushevsky has to look for new ways to put pressure on both of them.
Pugachev ends up in the detention center on charges of extorting bribes from Diana. To sort out what happened, Vershinin and Gubin go to St. Petersburg to Dashkevich and find out that the USB has been deliberately digging under their department for a long time. Vershinin understands that in order to save Pugachev, it is necessary to act decisively. At this time, Davydova, having followed Komarov, becomes a witness to his secret meeting with Major Lodygin. She understands that Komarov has been using her all this time.
Jamal and his men attack the Ambulance, hoping to arrange an escape for his brother, but Gubin, who arrived in time, repels the Caucasians, and they die in a shootout. Medushevsky convinces Isakov to get rid of Kovak. Suddenly, Khaletsky kidnaps Vika in a cafe — the guard recognized him as a fugitive prisoner, and in order to leave, he was forced to take a hostage. Kovak quarrels with Ilyina and plans to flee the country without her on a ship carrying out arms smuggling. Isakov instructs Zharov to kill Kovak. The operas who found out about Kovak's plans also go to the port... Having turned all the arrows on Kovak, Medushevsky, it would seem, again escapes justice. But Vershinin and his team are not giving up, especially since Khaletsky agrees to cooperate with the police.
