In the criminal justice system, the people are represented by two separate, yet equally important groups: the police who investigate crime, and the Crown Prosecutors who prosecute the offenders. These are their stories.
When a tragic communication error leaves PC Nick Bentley caught in the cross-fire of armed drug-dealers with no back-up, DS Brooks and DS Devlin investigate, and following a lead to a small-time dealer, Theo Carson. However, Theo claims a second police officer was standing nearby, doing nothing, whilst his partner bled to death. James Steel and Alesha Phillips feel the case has to be pursued, but CPS Director Castle, is concerned that pursuing such a case would be institutional suicide, damaging the delicate relationship they have with uniformed police beyond repair.
When the body of missing ten year old, Jodie Gaines, is found dumped in a skip in Euston, DS Brooks and DS Devlin are faced with two suspects, the cabbie who swears he dropped Jodie at her guitar lesson and the guitar teacher who claims she never arrived. Determined to deliver justice to Jodie's grieving parents, they follow the scientific evidence to a third suspect with no prior connection to Jodie. Which of the three men is lying? Did Jodie's killer snatch her at random? Or is there a more sinister reason behind the schoolgirl's kidnap?
When a bi-polar man living in a camper van is found beaten nearly to death with an iron bar at the centre of a well kept square, DS Brooks, DS Devlin, and DI Chandler investigate. As the cops dig deeper, they discover that Kirk tormented the residents to the extent that they were desperate to get rid of him. Everyone has a motive but no-one is talking. James Steel is determined to prove that this was a premeditated attack but Alesha Phillips and George Castle know that the jury's sympathy will lie with the law abiding perpetrator as opposed to the antisocial victim who refuses to take his medication.
DS Brooks and DS Devlin are called to investigate an unusual crime, a man has been attacked and had his kidney surgically removed. The team are horrified to learn that the stolen organ has been trafficked into the NHS and it has been transplanted into a very wealthy patient. With the case handed over to the CPS, a conflict of interests is soon apparent and James Steel finds himself in charge of the CPS as George Castle steps down from his post and dons his defence wig one final time.
When DS Brooks and DS Devlin are called to the death of a drug mule, they are surprised to discover she is a middle class white girl, Debbie Powell. She was about to go to university, she worked hard, and she wanted for nothing. So why did she do it? Debbie's death hits home for George Castle, and he pressures James and Alesha to bring all charges possible against the defendant. Not an easy case given that are no witnesses, all the evidence is circumstantial, and James' opponent is the brilliant but eccentric Jason Peters.
Ronnie agrees to help his old friend and partner, DS Jimmy Valentine in an undercover drug sting, but a gun is pulled and someone ends up dead. What appears to be a tragic mistake is then investigated by internal affairs, and DS Devlin fears Jimmy is not all he seems. As they push for the truth the spotlight turns on Ronnie and his dark past as a functioning alcoholic when a ten year old drug case was left with a large quantity of missing heroin. The evidence is stacking up and James and Alesha battle Valentine's barrister, Evelyn Wyndham to bring enough evidence to court, and Ronnie's the key... but Ronnie refuses to testify.
