A drama inspired by the real-life experiences of former New York Deputy Police Commissioner Jack Maple, The District revolves around Jack Mannion, a tenacious champion of the underdog and an avowed crime-fighter whose revolutionary tactics have resulted in a 50-percent drop in crime, first in Boston, then in Newark, N.J. His latest challenge is Washington, D.C., which, despite being home to more law enforcement agencies than any other city on the planet, is riddled with crime and has a local police department that is demoralized and ineffective. Appointed Chief of Police by the mayor, Mannion works closely at Police Headquarters with Deputy Chief Joe Noland. In his quest to "make crime a thing of the past," Mannion has recruited Temple Page, a young detective on the force who is Mannion's eyes and ears on the most crime-ridden, drug-infested streets in America. Mannion's strategy to clean up on the most crime-ridden block in the city upsets the mayor's friend. Community tensions rise when higher-ups accuse Temple of intentionally pushing a police suspect into oncoming traffic.
The safety of a foster child rests in Mannion's hands after the chief learns that the foster father is only in it for the money.
A respected Vietnamese colonel, who is now a successful local businessman, is suspected of running a sex-slave operation using kidnapped Asian girls, one of whom is murdered. Also, Ricky refuses to go to school, and he won't tell Ella why; and McGregor's reluctance to publicly acknowledge his relationship with Nancy leads to a confrontation.
An operation to catch a theft mob is set, and Temple goes undercover as a pawn shop salesman who also works selling stolen objects. After entering a scheme for stolen credit cards and laptops, the agents arrest the two brothers who were the heads of the gang. Meanwhile, McGregor investigates the origins of a stolen bracelet caught in Temple's pawn shop, which leads to a case of rape/murder from five years ago. McGregor is convinced the prime suspect is the murderer but can't make an arrest until he tries to fly outside the country. Nick is still trying to develop a good relationship with the neighborhood representative but can't because she won't date white men. Nick tries to make something to please her and stops a demolition in the name of Mannion, who isn't pleased to hear that and ends up giving Nick a warning about mixing personal life with work. And Queenie, the presidential dog, runs away, and a psychic helps find her.
